Wilhelmina Bertha Packard is a cynical and chain-smoking mercenary and radio operator who served under Commander Rourke before deciding to side with Milo Thatch to protect Atlantis from Rourke's designs. She assists Milo and the other loyal mercenaries in battling the forces of evil in Disney Heroes vs Villains.
