The City of Dagon's forces is an alliance led by Ocean Master. The City of Dagon is an Atlantean nation founded by Ocean Master made up of Atlantean mutants and outcasts from Atlantis, notably the Ninth Tride of Atlantis. It is now led by both Ocean Master and the Sea Witch to fight against the Atlantean Alliance.
