The High Command is the shady and sinister group of villains, and the head agents of F.O.W.L., regarded as the F.O.W.L.'s greatest and powerful members in hierarcy's status. The High Command is responsible for most of F.O.W.L.'s assignments against nuisances and threats. First appeared in the television series Darkwing Duck, the High Command appears in the second Disney Heroes vs. Villains War, continuing their role, as background players, scheming in the shadows.
