Rip Van Winkle is a Nazi vampire and the 1st Lieutenant of the Millenium Nazi faction. A loyal Nazi to the end, Winkle is one of the secondary antagonists in the Hellsing manga and the resulting adaptation, Hellsing Ultimate. Winkle is a secondary player in the Non Disney Villains Tournament.

On the Major's orders, Winkle seizes a large number of ships in the Atlantic, forming a bridge between the European Nazi empire and the Americas.
