Mayor Valmont is the ancector of the real Valmont. Originally appeared from the television series, Jackie Chan Adventures, Mayor Valmont appears in the prequel of Disney vs. Non-Disney Villains War, that explains the origins of the first war.

Pre-War: Possessing a Valuable Artifact
Prior to the events of the first war, Mayor Valmont has obtained a valuable device. However, two other businesmen, Bartholomew Lipsky and Miss Go, sent by Sykes, confront the mayor, with intentions of capturing the device for themselves. Though, Mayor Valmont loses at first the device, he gives chase the two of them. Before he could shoot, Miss Go uses the device against him, as she melts the weapons from Mayor Valmont's hands. Fortunately, Valmont's gang manages to retrieve the device. He watches in glee, as the criminals escape from the battlefield.
An Incompleted Task
Later, Mayor Valmont enters a cave and meets with a demonic essence, the Stalker. Stalker commands Valmont to free Shendu from his stone prison. Though, he fails to accomplish his task, his next heir succeeds in freeing Shendu, furthrermore, honoring his ancector. This is the last depiction of Mayor Valmont, in this tournament.
Non-Disney Vs DC Villains War
The archive footage of Mayor Valmont is used to represent the current descendant, Valmont. So far, he only appears in the interaction between Valmont and Ra's Al Ghul.
