Judge Doom is the primary antagonist of the 1988 live-action/animated crossover film, Who Framed Roger Rabbit? A dark, sinister figure, Doom is notorious for his frightening appearance and nature, as well as being a prolific murderer. His final reveal at the end of the film is often considered amongst the scariest moments in children's film. Doom is a minor player in the second Disney Vs Non Disney Villains War, though he play a larger role in the Animated Vs Video Game Villains War.

Having lost many members of the Toon Patrol in a bout with Holli Would in the first war, Judge Doom hires on some more members to help protect the live-action universe's top prison. Held within this prison is Doctor Claw, an infamous criminal

mastermind. Count Olaf arrives with his top henchman, the hook-handed man, to break the good doctor out. Unsurprisingly, Doom tries to stop him. Wise Guy, leader of the Toon Patrol, threatens the hook-handed man with a gun, only to be knocked aside. The rest of the Toon Patrol laughs at the folly of the weasel, causing Doom to unwittingly reveal the weasels' weakness: laughter. Count Olaf seizes the opportunity; he uses a ridiculously bad comedy routine, including acting like a velociraptor, to cause the weasels to laugh to death. When the Judge tries to stop him, Olaf hits him with an anchor. Doom survives, but Claw and Olaf both escape.

Deeming Dr. Claw a criminal, Judge Doom came to oust him from his corporation and disown him from all of his possessions. However, Claw wasn't going to go down without a fight. He summoned RoboGadget who started firing in built machine guns at Doom and his goons. Doom shrugged this off so RoboGadget punched him, knocking him down. Doom then threw RoboGadget to the ground breaking his head off. Doom then hit the head with his cane, knocking it into the ocean nearby. Claw then threw an explosive cigar at Doom, distracting Doom long enough for Claw to escape in his car.

Meeting Cruella De Vil[]

Judge Doom encountered Cruella, fresh from her defeat by Tex Richman, and was about to arrest her until she revealed that she was from another dimension.

The evil frog Constantine managed to escape from Judge Doom's prison.

Teaming with Holi Would[]

With reports coming of strange and powerful criminals appearing and claiming to be from other dimensions, Judge Doom and his Doom Patrol set up bounties on their heads and have hired informants to keep track of them. Then he discusses business with Holli Would. He knows that she somehow found her way to this dimension, and knows that even though she appears to be human, she is really a toon. Considering how these villains seem interested in traveling between dimensions, he tells Holli to guard the spike, which seals a portal between the animated dimension and the live action dimension, or else she'll get the dip!

Vs Kazuya[]

Suspecting the possible rise of an empire in the form of the Mishima Zaibatsu, Judge Doom intercepts Kazuya Mishima, hoping to take the empire from him so that things can remain balanced for a while longer. The Judge is incredibly skilled, but can he handle Kazuya's ruthless techniques?

Vs Captain Hook[]

On his ship, the Jolly Roger, Captain Hook was informed by his first mate Mister Smee that his old enemy, Judge Doom, was building up a new criminal empire, and had even claimed to be more powerful than Hook. Angered, Hook set out to put an end to his rival for good. As Hook confronted the Judge at his headquarters, Doom offered the pirate the opportunity to join him, but Hook had no interest in Doom's offer. The two drew their swords and fought, with Hook eventually tricking Doom into the path of a steamroller, which promptly flattened the Judge. However, Doom managed to survive, revealing his true nature as a 'toon', terrifying the Captain. Doom first transformed his hand into an anvil and knocked Hook to the ground, before transforming his hand into a Buzzsaw. Hook only barely managed to dodge this attack. The Captain then got the idea to use Doom's own weapons against him. He had his pirates fire a cannon into Doom's machinery, causing the Judge to be sprayed with a lethal toxin that could kill toons. As Judge Doom melted away into nothingness, Hook looked on in satisfaction.

Teaming with Cobra Commander[]

After their victory against Gary Oak, Dr. Smith takes Cobra Commander and the Baroness to Zorg Enterprises, where Zorg has been waiting for Dr. Smith to return. They are both greeted by Zorg and Smith's boss, Judge Doom, who has many aces up his sleeve to rid those that came from the animated universe.

With the alliance of Judge Doom and Cobra Commander merged, the faction must decide what to do to destroy the trespassers from the animated universe, considering Doom's hatred of Toons. Dr. Smith is currently unsure on how some of the plans will work, but Zorg volunteers to search for one of them and bring it back to see what they can do. Cobra Commander and Judge Doom accept his offer, and send him off to find one of them.

Warned[]

Zorg returns back to his bosses, with Mewtwo as his prisoner. Judge Doom and Cobra Commander are pleased, but are soon confronted by Agent Smith who warns them about all the bad things that will happen in the future. The two both decide to prepare for the dreadful upcoming future for they have some more animated trespassers that they will deal with soon.
