The City that Never War is a large and abandoned city, located at the World that Never Was world, and beneath of the Castle that Never Was and Kingdom Hearts. First appearing as one of the central locations of the second Kingdom Hearts video game installment, the City that Never Was also appears in the villain tournaments, whenever the World that Never Was is present in any CG storyline.
