The Chief Blue Meanie is the leader of the Blue Meanies. An arrogant and ruthless leader bent on destroying every good emotion in the universe, he is the main antagonist of the 1968 animated movie Yellow Submarine. He appears as a bit player in the Non-Disney Villains tournament and the first Heroes vs. Villains.

Against Blackwolf[]
The Blue Meanies are known as the troublemakers of their homeworld, Pepperland, until one day Blackwolf's mutant army invade Pepperland and cause chaos by killing several Pepperlanders. Seeing them as a threat, the Chief Blue Meanie orders to kill the new arrivals. Although some Meanies manage to kill several mutants, they are no match against Blackwolf, who uses a projector to show them visions of Adolf Hitler and the Nazis. Scared to death to confront their new enemies, the Blue Meanies are forced to retreate, despite their leader warnings to return and fight.

- Unlike the other Common Blue Meanies, the Chief Blue Meanie along with Max are much taller and bigger in size and wear a hat that resemble Goofy's ears, with the other Common Blue Meanies wearing a hat that resemble Mickey Mouse's ears.
- The Chief Blue Meanie's design and characteristics inspired Him, another powerful villain who plays a major role in the villain tournaments.
