Chi-Fu is the former council member and royal adviser of the Emperor and a secondary character in the disney animated movie, Mulan. A sexist and mysogynist man, Chi-fu is considered as a villain personality, rather than a hero to the respective movie. He plays a minor role in Heroes vs. Villains War.
