Bill Sykes–a loan shark and gangster–is a minor player in both the Disney vs. Non-Disney Villains War and the Disney Villains War, usually dying early on. As a villain, he is based on the murderous Bill Sykes of Charles Dickens's Oliver Twist, though his character is a massive deviation from the source material.
He is the main villain of the animated Disney film Oliver and Company.

Disney Villains Vs Non-Disney Villains War
The American Dream. At its best, this ideal makes it possible for anyone, no matter their station in life, to find wealth and success. A nice idea, but, like any dream, there is always the possibility of it being twisted into a nightmare.
The son of poor Irish immigrants, William Sykes grew up on the mean streets of New York. In school, Sykes' poverty and poor performance made him the target of bullies. That all changed one day when, ambushed by his tormentors after school, he snapped and tore out the leader's throat with his teeth, throwing the body in the Hudson. Sykes was expelled for this, but no charges were ever pressed. Despite the entire student body having watched the fight, they all came down with a sudden case of amnesia when questioned.
A petty criminal for the rest of his childhood, during which time he founded the gang known as the Green Street Boys (which would later evolve into what is now the Gangreen Gang), Sykes' strength and aggression landed him a job as a bouncer at the Red Lobster Inn in his adolescence. It was here that he entered the world of organized crime when a hit-man tried to assassinate visiting mobster "Big" Ben Badun. Noticing the assassin's suspicious behavior, Sykes shot the man before he could stab Badun to death. In gratitude, Badun accepted Sykes into his organization.
Sykes was Badun's most loyal and trusted man, serving as a street soldier in fights with rival gangsters like Cat R. Waul and Salvatore Medusa. Eventually, Badun grew tired of mob life and decided to retire. Sykes was naturally Badun's first choice as his successor. As presents, Badun gave Sykes two Doberman puppies named Roscoe and Desoto, his prized limousine, and the command of his nephews Jasper and Horace Badun. Sykes had finally achieved the wealth and success denied him by the "American Dream" he had first heard of in his childhood.
Operating out of the guise of a simple loan shark, Sykes quickly became known in the criminal underworld for his brutality, using Roscoe and Desoto to tear his enemies limb from limb. Some of his most famous victims were Jay and Janice de Ville, the parents of Cruella De Ville. However, the tides of fortune in the world of organized crime are notoriously fickle, and Sykes would soon meet his match in the person of up-and-coming criminal Carface.
Pre-War: A Lost Artifact
Before the events of the first war, at the turn of the century, Sykes hires two criminal thugs, named Bartholomew Lipsky and Miss Go, as he sends them on a mission to collect a machine, inappropriate for his evil plans. Unfortunately, for Sykes, the two criminals fail to capture the machine from its current owner, Mayor Valmont. Not planning anything else, Sykes spends the rest events of the prequel war into hiding.
Role in the War
Sykes appears as a crime boss operating in New York City. He calls a meeting between him and the pit bull crime lord, Carface. Years ago, Carface borrowed from Sykes and failed to pay back, so Sykes threatens him with his dogs, Roscoe and Desoto unless he gets the money. However, when Sykes sets out in his limo at full speed to run down the dog, Carface puts his back up plan into action by pushing another car into the road. Sykes hits it headfirst and gets consumed in an explosion, ending his life. His dogs, however, survive and swear revenge.
Disney Villains War
In the Disney Villains War, the greedy butler, Edgar, accepts a loan from Sykes prior to the war's events. The butler, however, attempts to skip town in order to avoid paying. Sykes silently stalks him before confronting him from his limo. Though Edgar's motorcycle allows for more mobility, Sykes has his dogs pursue and attack Edgar. Despite Edgar managing to escape, the butler soon crashes into a windmill, allowing Sykes to collect the money back from the wreck.
A Fatal Heist
Sykes is later watching TV and learns his business rival, David Xanatos, has acquired a priceless gem. He attempts to ask for a share of the profit, but Xanatos rejects him, forcing Sykes to find a way to steal it. That night, Sykes infiltrates Xanatos' base, intent on murdering his rival, with Roscoe and Desoto ensuring the job's completion. To Sykes's surprise, the trickster Puck appears and helps Xanatos; the fairy disposes of both Roscoe and Desoto. In a rage, Sykes attacks Xanatos, only for the mastermind to pull a gun and shoot him in the head.

First Order of Business
Sykes appears in the reboot series in a role similar to the original one, although altered with extra details. He receives a visit from the grieving Cruella De Vil, who recently lost her fight with Madam Medusa, begging for aid to undermind the rising power of David Xanatos. The mobster, seeing the woman's capabilities, welcomes her into his inner circle, forging one of the deadliest alliances in the first events of the series. Wanting to make an action worthy enough to gain Xanatos' attention, Sykes decides to eliminate one of his entrusted spies; the greedy butler Edgar. He silently stalks him before confronting him from his limo. Though Edgar's motorcycle allows for more mobility, Sykes has his dogs pursue and attack Edgar. While Edgar manages to escape, he soon crashes into a windmill, leaving behind Sykes to ponder for Edgar's actions.

Seeing Kingpin at the top of the criminal ladder, Sykes tries to seize his opportunity. He makes the foolish mistake of announcing his plans to Kingpin over video chat, leading Kingpin to hire the lethal hitman, Shocker, to kill him. Shocker enters Sykes's office while the mobster is in the middle of a phone call. Alarmed, Sykes sics his dogs on Shocker, but Shocker electrocutes them. Sykes tries to run Shocker down, but Shocker manages to blast completely through Sykes's car and kill him.

Teaming with Cruella
Rumor's grow about the Beat-Alls having the Criminal Underworld, Cruella decides to form a short alliance with Sykes to take out this crazy people and taking the Criminal Underworld for their own use and Sykes accepts.
Vs Mojo Jojo
Mojo might have lose his army but his still has the chemical X, his uses the chemical to grow into monster size to have Townsville back. But Sykes releases the ultimate invention that Drakken and Heinz were working for the past months, a giant robot. Will Mojo and his new powers be enough to destroy this crazy robot, or is the robots power beyond the Chemical X?

The Welsh heroes Taran, Eilonwy, and Fflewddur Fflam were alerted by a prophetic vision from Taran's pig Hen Wen that the Black Cauldron, an item of immense dark power, had been found in New York by Bill Sykes. Eager to prevent the Cauldron from falling into the wrong hands, the trio set out for America, but Sykes spotted them trying to sneak into his safehouse. He called Roscoe and Desoto to deal with them. While the dogs chased after Fflam, Taran and Eilonwy managed to find the room where Sykes was hiding, demanding the gangster surrender the Black Cauldron. However, Sykes called in his mysterious client, the cauldron's owner and an old enemy of Taran and his friends, the Horned King. Taran tried to defend himself with his magic sword, but the King simply made the weapon vanish, leaving him defenseless. The King's barbarian warriors surrounded the three heroes, taking them captive. The Horned King departed for his citadel with his men, the Cauldron, and his prisoners in tow, paying Sykes handsomely for his service.

At his citadel in Wales, the Horned King assembled Ursula, Bill Sykes, and Lady Tremaine, telling them of his plot to use the Black Cauldron to awaken an army of the dead to take control of the world.
Vs Merlin Forces
As the group was tending to Ariel, Diablo suddenly flew in, heralding the arrival of Maleficent and her allies, the Horned King, the Inca sorceress Yzma, Bill Sykes, and Lady Tremaine.Rejoicing at capturing her mortal enemy, Maleficent and her group departed, not noticing Ariel watching in horror from her hiding place.
Battle with prisoners
Before they could investigate, the Horned King's minions and allies stormed in, having been alerted to the escape attempt by Sa'Luk. The group tried to flee but found the King's minions cutting off all routes of escape. Things looked hopeless as the King's generals and soldiers closed in, aiming to kill the prisoners rather than risk another escape. With no other options, Taran cut the chain holding up the cage, thinking it could knock out some of the King's minions. However, as the cage broke open, the prisoner within was revealed to be none other than the Atlantean Princess Kida.As Kida's powers threatened to bring the building down, both heroes and villains fled for their lives. Just as the heroes escaped to the wasteland outside, they turned to see the citadel collapse into rubble. At last, Kida managed to get control of her powers, landing next to the heroes and explaining her situation to them.
Return to Forbidden Mountain
The Horned King, Lady Tremaine, and Bill Sykes returned to Forbidden Mountain after the destruction of the King's citadel, but they were in for a rude welcome. Maleficent was enraged with their failure, insulting them and telling them to stay at Forbidden Mountain so she could keep a closer eye on them.
Battle of Grimhilde's Castle
Back in Castle Grimhilde, the villains prepared themselves for their final stand as the heroes and Frollo breached the keep. As the Horned King sent his Cauldron Born into the fray, Suddenly, Taran was surprised by Bill Sykes, driving his limousine through the hallways, knocking him onto the hood and taking him for a ride. Sykes knocked Taran off his car, but Gurgi and Thomas O'Malley distracted him.Sykes saw too late that Shan Yu was in his path, running him down and crashing through the castle walls off the cliff, killing both villains.

After capturing Ravage McLeach explains to his Friend the Crime Lord Bill Sykes about the capturing and using him for Money Laserbeak sneaks into the Abandonded Opal Mine to rescue his ally as they spot him and decide to fight the two as Ravage knocks McLeach into a Pit Sykes shoots him with his Gun sending his Dobermans Roscoe and Desoto and Mcleach's Goanna Pet Joanna after them as Ravage knocks Joanna into a Crate then he attacks Roscoe's Nose as Laserbeak sends a Net on them as they escaped as the Poacher and the Crime Lord looks on.
McLeach and Sykes find a box but are unsure about the use of it however it contains a ally to them the Energy Vampire Nos4a2.
Vs Madame Medusa
Cruella de Vil calls Madame Medusa and threatens to send Sykes (her criminal associate) after her if she doesn't want to help the woman get revenge on Mok. However she refuses and she sends Sykes after Madame Medusa. With this chase in a subway, can Madame Medusa hope to survive or will Sykes take down his enemy or will they die?

Amanda Waller meets with Sykes and the rest of her A.R.G.U.S associates (Hugo Strange and Elihas Starr) asking for updates on the war and Sykes, thanks to Rhino's little information, thinks it's time to step on the scene.After freeing the (genetically modified) Mickey Mouse, without Amanda Waller's permission, Sykes is suspended from his post to prevent him from exposing the ARGUS as he almost did, Sykes leaves with a vindictive tone, but Waller does. Will she really let go or try to get rid of him later?
Following the defeat of Agent Z, Zurg decides to bring back to life someone who knows quite well the enemies he will have to face for control of the Earth.

Gangster Bill Sykes receives a video call from Oroku Saki (Utrom Shredder), who demands back some money he had previously loaned to the criminal. But after the video call, Sykes does not intend to return the money and tries to escape. Utrom Shredder suspecting the gangster's betrayal decides to stop him and punish him with the help of his men.

Holding photos of his deceased parents, Sykes feels devastated and sad. His mourning, however, is interrupted by M. Bison, who attempts to kill the mafia boss. However, Sykes sics his dogs Roscoe and Desoto on him so to escape, however they are taken out by Bison. Will Sykes survive or is it his end?
